Cannot Delete Paragraph with Backspace Key

There are certain paragraphs that I cannot remove with the Backspace key (Word 2000). When hidden characters are visible there is a small black box in the selection bar next to this species of paragraph, but I cannot see any unusual formatting via Format>Paragraph…

Does anyone know what is going on here? How is this type of formatting applied or removed?
