Canon IR2200 Fax Problems

I am experiencing problems trying to fax with my Canon ir2200 copier/printer/fax/scanner. The problem I am having is that when I try to send a fax it does not wait for the other line to pick up. It goes directly to sending the fax with waiting. How do I fix this? I am stumped…
