Can’t access IE unless Admin

I inherited a workgroup of 30 NT 4.0 machines. My problem is on one of them, regular users can not acces IE unless they are part of Admin Group. I tried creating a new user and got error message “You are restricted from running IE because you are not an admin on this machine”. I think there has to be a problem on NT side rather than IE issue. Can anyone guide me to the light. Thanks a million.
