Can’t get USB to Work

I have a Dell Latitude CPi notebook computer. I have just loaded Windows 98 Upgrade on the system. I can’t get the USB controller, root hub, etc. to show in device manager. The Dell web site says it uses the “Intel 82371SB PCI to USB Host Controller”. I have specically loaded this controller and a root hub but still can’t get the USB to work. I have the latest BIOS. Any ideas to get this to load????
