Can’t make PHP w/mySQL and apache

After running a config on PHP I get these errors:

[root@localhost: php-4.0.0]# make
make: *** No targets. Stop.
[root@localhost: php-4.0.0]# make install
make: *** No rule to make target ‘install’. Stop.

What does this mean?
