can’t open a .PRT file

I have received .prt files from my customer. They are drawings, but I cannot access them with CAD99 or Pro/Engineer. I suspect they have been printed to file – they are files in a .tar file which I understand to be a unix archive. How do I view these files if I do not have UNIX?
