Can’t Remove “Read-Only” Status to Excel

I have a user trying to save information to an Excel document. The user has full-control permissions to the both the folder and the document itself and no one else is accessing the document at the same time she is. I have verified permissions, re-applied them, and have had the user re-boot. Still, “read-only” access.

When I (an administrator) pull up the document on my own machine I am told I should access the document in “read-only” status unless I want to save changes. My end-user doesnot get this question, however.

Can someone please help me???
