Cant See Domain Trying 2 ad Local USR

I have a windows 2000 member sever which I am trying to add local users whos accounts reside on another domain within our company. I can browse the domain via network neighborhood on the machine in question but I cannot add a local user whos accountresides on this one domain in the company..I replaced the wins database last night on the PDC. I thouhgt the replacation would have taken care of this process. Is there anything that can be done to that member sever to fix this problem.
