CD ROM / A: drive unavailable in Win98se

Hi!
I have a perplexing problem concerning a machine running a VD133Pro Motherboard (IWill brand) and WIndows 98SE. The CDROM and A drive are available and work fine if I boot to DOS, but they do not appear in My Computer under Windows 98. I have checked the BIOS settings and can find nothing that would prevent them from running under Windows. Also, In Control Panel>System it says that C drive is running in compatibility mode. This is a fresh installation of Windows 98SE with no additional applications installed. Any ideas what may be causing this strange behavior? thanks in advance for the help!
