Cell phone policy for my users

My department provides cell phones for some of our users so they can communicate during the day. Problem is that sometimes they come complaining to me about how they’re cell phone doesn’t work right anymore. When I look at the phones, they either have the antennas ripped out or they look like they’ve been thrown against a wall. Does anyone know of a solid sample cell phone policy I could base one off of for my company? Please post and email me. Thanks.
