Certificate Lifecycle Management: its legal regulations in the Middle East

A company wants to sell software for Certificate Lifecycle Management (CLM) as a separate product. However, the export regulations and laws are different depends on a country. The problem is in searching for regulations, legislative projects that affect the CLM product. Which legislation is this product subject to?
The countries of interest are the Middle Eastern states: UAE, Saudi Arabia, Egypt, Sudan, Bahrain, Israel, Jordan, Iraq, Yemen, Qatar Cyprus, Kuwait, Lebanon, Oman, Syria, Türkiye.
