CLOSING AND BLOCKING PORTS

I know that a firewall can make a port stealth, but suppose that a port is open or even listening? How do you close it or stop it from listening, where are settings, options, or preferences for this at? What programs are the best when dealing with port protection. this is for any OS by the way. Thanks!
