computer locked

my screen only shows “power-on password”. I have tried compaq recovery disc, no change none of the keys function. I have tried my Compaq emergency diskette, nothing happens I have tried ctrl,alt,delete ,nothing happens except Compaq name comes up ,but then right back to “power- on password”. I ahave windows xp sp2. any ideas what is wrong??? thank you
