Concurrent use seats vs stand-alone

I would like to know if anyone has a good justifacation model for determining how may seats of software one should purchase when setting up a floating concurrent use license manager. I am in the throws of developing a business justifacation for the purchase of mechanical simulation software. Any help is greatly appreciated.
