Configure Ms Exchange mailbox

Once a user is created, and they login and pull up ms outlook, if they don’t set their mailbox up as an exchange mailbox (the put pop3 instead), they can’t go back and change it because they have no rights to the control panel and you can change to exchange with outlook running. What is the solution to change the mailbox to an exchange without deleting the user and recreating the use.
