Constant refreshing

Ok,
I have an issue with a user here at work. Simple scenario. I go to www.adobe.com, try and click on download button (image). I don’t get the finger to click but rather just the mouse and clicking does nothing.
I have to hit the refresh in IE and then it will work. This is just an example because it happens with the submit button on every website.
Things I have done: I have cleared cache, temp, history, cookies, set IE to all defaults, updated java, installed flash 9 from an installer, and even upgraded from IE6 to IE7. (issue persists)

Any ideas would be greatly appreciated.
