Content Management Methodology

I have a client who is interested in formalizing their website content management. I kind of described a process much like producing a newspaper, with various “editors” and “reporters”, a “budget” for space (columns) etc, but the client wants something more substantial and formal than I’m able to describe. Anyone have a nice defined set of roles and responsibilites or business process. Or can you direct me to a reasonable resource for this (a book, a web-site, a defined methodology, etc.)
