creat a file

Hi
i work with Unix Machine Hp Unix 11.0
i create two users the have the same group
when i login to the x user and from the home folder i do touch /appm_tech/lib/list i get the massage cannot create .
this path belong to user y and when i do the opposite it’s the same massage what i need to do to success the command.
