create a new domain within there is old one

i wanna create a new domain n same physical network
old active directory not configure well
so i need a new active directory and new domain controller
my question is
how i can do that without stop the work n old one i mean i need to make it with same user names but not same OU and same access rights for the shared folder
is there anyway 2 help please ??
