I’m trying to create an admin that can only manage user accounts in one OU and be able to create mailboxes in one Exchange store. I used the delegation wizard in Active Directory for the OU. Based on my research, I added the limited admin account as a read only Exchange admin for the administratice group in Exchange (Having a read only admin be able to create mailboxes seems counter-intuitive to me, but I found several solutions that said that was the case). When that didn’t work, I gave the limited admin full control over the mailbox store in question. When that didn’t work, I came here.
I don’t see the mailboxes in Exchange admininstration, nor can I send emails to the accounts, but for some reason, I am able to delete the mailbox through the Exchange tasks in Active Directory.
