creating an email template

I am having trouble on creating a template for Outlook Web Access. I have created a template on outlook but can not pin down how to go about this with exchange. I have looked for a folder that I thought would store a default template in exchange however no luck what-so-ever. Any hints or solutions would be appreciated.
