DCHP Routing

Within our compagny we are using serval WAN links across europe and US.

We want to put all DHCP servers together and want to make 3 scopes. But cause of DHCP isnt routable (we have old routers) we are going to setup an relay agent.

But how can we send a specified scope to one of the routers?!
