Default Form Loacation in Outlook 2003

I have set up a few email templates in Outlook 2003, but when I go to Choose Form, I have to change the “Look In” directory every time.

Is there a way of making “User Templates in File System” the default look in folder in stead of “Organizational Forms Library”?
