Default Window size of Internet Explorer

When opening IE 5.5 (Win98SE) via a shortcut (default to homepage) it follows the rules of sizing to the previouly closed state. Fine! But when I open it on a URL I can now only get the small size, again! What/Where is this subtle control? Please! DES
