Definition of a dekstop “locked down”

Due to the different interpretations of dekstop locked down, I am looking for a standard definition for a “locked down” dekstop. The definition should ideally be compiled by and industry leader such Gartner or Metagroup.

The definition should also list what is required to meet total lock down of a dekstop.
