Deleted mail

I am having an issue with one user who keeps all deleted email in the deleted folder in outlook 2003(a requirement). Every eight days the deleted folder is cleaned up retaining only 8 days. Policy in Exchange 2003 std is set to retain deleted items for 365 days. Outlook client is not set to archive. I am pulling my hair on this one.
