Dell Inspiron 6000 Bios freezes

I have a Dell Inspiron 6000 and my friend has deleted the admin user account. I have tried to get in through safe mode. But the when i go to the bios screen it just freezes when i try to select an option. I have tried to load a windows xp cd and just start all over but the computer isn’t set to boot to cdrom.
