dell laptop keyboard setup problem

I have a Dell Latitude D510 laptop and the “” key always makes two of the “” instead of ” when I hit the key next to the enter key.

How do I change the setup of it so when I want ” it will give me one and not “”.

Incidentally when I hit the key the first time it does nothing, and the second time it does “”
