Deparment re-org

My department has acquired an additional group from a dept. re-org and I want to use this opportunity to re-structure my staff. The department consists of writers and publishers and newly acquired web analysts. Most of the work revolves around writing and publishing content (manuals) but a good percentage of work involves web writing and publishing. My dilemma, re-org my department to combine the new group and change enough of the current group to eliminate the vertical roles of the writer and publisher. I am stuck, any words of advice or any valuable resources (literary or other) which might help? Thanks.
