Developers….More trouble than they’re

I’m interested to know how ither companies out there handle developer environments from a software management perspective. We’re a 500 people organisation, with about 40 developers. As part of our Win2K rollout, we’ve recently removed the facility for users to install software because it was just impossible to control what was going on to the machines. If Joe in accounts has a copy of Office 2000 at home suddenly half the people in the place would have it. Anyway, that’s no longer an issue since the lockdown. The problem is the developers, who need local admin access on the PC’s. How do others manage to control these guys while still giving them the functionality they require.
