dhcp across routers

I have a Win NT 4.0 Server sp6 running DHCP. I have a t-1 line connecting remote clients with two Lucent 130 routers. I setup the routers to do DHCP relaying to the ip of the server. I try to allow the clients to get an address. I get an error 59 ip address conflict. I go into the Dhcp server console and it show i have an active lease for the pc. I tried to make a reservation with an ip for the clients with the same results. Can anyone give me some help I have read a lot with little results. THANKS!
