DHCP in win2k AD

Trying to start DHCP on domain controller Windows 2k with Active directory. We have gone in an activated it, but it continues to give us the message, “Access Denied”. “You do not have access to this DHCP server.”

We have full domain admins, and DHCP permissions, please help.
