Dhcp Option 002 (Time Offset)

can anyone give me information on the DHCP option for Time offset (002). the RFC states its a “Signed 32-bit integer used for offset of UCT time” and ” Positive offset values indicate a subnet location east of the zero meridian. Negative offset values indicate a subnet location west of the zero meridian.” when I enter a negitive value in the DHCP option pane I receive a message asking me to “enter a valid interger from 0 to 4294967295”.
