DHCP Servers not leasing IP’s

My DHCP servers were not leasing IP’s and I need to know why. Here is what occurred before the servers stopped allocated IP’s.

1) The comms team did some cowboy work on the local network and “backed out” the changes because they did not work. This occurred at 1500hr
2) An error message promptly appeared on the server. (The browser was unable to retrieve a list of servers from the browser master \\GBLUTSD0002 on the network \Device\NetBT_Tcpip_ )
3) Following that were two more error messages: At 20:16 – Compaq NIC Agent: Redundancy has been reduced by the NIC in slot 4, port 1. Number of functional NICs in the team: 1. [SNMP TRAP: 18008 in CPQNIC.MIB] and then at 20:18 Fail Over Adapter Team: A Failover occurred: The Preferred Primary NIC is back on line and has been restored as Primary.
4) Then at 8:00 the next morning the users come to work and Wham no one can log into the network. The comms people swear they could ping the servers and all IP addresses and the server people claim they could not ping anything other than the servers.
5) Rebooted the servers and DHCP cluster and everything was fine.

Can anyone tell me what happened? And why? Also, was the problem related to the network changes?
