Difficult career move

Difficult career move
I am currently the IS manager for a small law firm (50 Users two states)
I have find it very difficult to land another job as an IS Manager with various tech firms or recruiters due to the fact that I do not have a larger environment experience (500 + users). I am highly skill and certified (MCSE & CNE) and I do not believe that the size of my current users base is that relevant? what do you think?
