Digital video archiving software

I was recently asked to implement an solution for archiving digital video assets of a TV Station I’m working at.

Currently, they are storing everything on a DVD’s, but more professional and reliable solution must be implemented. The real problem is that it needs to be cheap!

I wonder is there any low cost software for managing those media files, archiving them on some NAS or any other simple storage system.

I’m aware of a total archiving solution that requires investments in both hardware and software, that would make my headaches go, but I need to do this with a very limited budget. I mean, VERY limited!

Any suggestion or experiences would help.
