Disable All mail Sites?

Hi all,
just wanted to know if there is a method to block all mail sites from my internet connection.
I want to set up a public pc in leisure centre with internet access but want to disable all the Email sites like hotmail ,yahoomail or anything..
I want that software to also be updated on a regular basis to disable any new mailing sites?
