Disable Shutdown option

Hi
I have a question involving the removal of the shutdown option.
I previously tried the local policy approach as well as a regedit to remove
the shutdown option on our servers.
However both methods also removed the restart option.
The problemis that my webservers are in a differant state than our office.
One quick click could cause me to have to get in the car for an hour drive
to turn on a server.
At the same time i need to be able to reboot while remotely administering
the servers
Any suggestions?
