disappearing emails

I am using a combination of an ADSL line with a static url and dynamic IP. Exchange 5.5 runs on this network and works just great. The mysterious thing is if certain users email from one specific ISP to my domain, the email never arrives at my network. And the local ISP user never receives any kind of error or message failure notification. Is this a DNS problem at the local ISP?
