Disappearing Public Folders

We are running Exchange/Outlook2000 and have public folders set up to receive email from our website. They randomly disappear and I have been assured that nobody is deleting them. Setting permissions on the folder disallows deleting of the messages in it, but I don’t think that it prevents users from actually deleting the folder.
How can I prevent deletion of a public folder?
