Disk management in Win ME

I have added a secondary hard drive to a machine running WinME. The BIOS sees the drive just fine and when you check under my computer in the OS, the drive letters are incremented properly although you don’t see the secondary drive which should be D. How do you run disk management in WinME to format the drive and make it usuable? Any help would be appreciated.
