Does Open Office (or any other freeware) work with Word Formfill?

I live in a retirement community and we have a “Vial of Life” program, which is a paper with all health info placed in a prescription bottle in the fridge for Rescue Squad use in emergencies. I created a MSWord FormFill template for easy completion and revisions as health events change! Most people do not have Word and therefore cannot use the FormFill template. Is there anything in the freeware family that will allow using a FormFill template?
