Domain Controller weighting

Is it possible to put a weighting on a domain controller to prevent it from being contacted by a site unless their 2 primary DC’s fail. We have a standard AD setup with DC’s in various locations all with default weighting. If I want to change one DC does this mean all others will have to have their weighting changed aswell. We also use Sites and Services subnetting funtion to help choose which DC is contacted.
