Domain Problems

I have two NT4.0 SP6 DCs 1 PDC & 1 BDC. Lately when I try to run the User Manager or the Server Manager from the BDC I get the following message “Could not find domain controller for this domain”. It does work sometimes though.

The BDC is also the WINS & DHCP server.

I have checked everything that was suggested from Microsoft and it still does not work properly. I have another server that is not a DC that works fine when I run those two utiliies.

Any suggestions? Should I remove the BDC from the Domain and then add it back?
