dos drivers

Everytime we try to load win98 we get and error saying that we are missing the aspi2dos.sys file and the config.sys file on line 14 and 24. So i read a little about the aspi manager associated with dos but i couldnt seem to put it together so i am assuming that dos is missing some drivers that it has to have. Please eamil me some advice on this. thank u.
