DSL Firewall security

I have been asked if a business running a windows 98 network-getting ready to install a dsl connection, will need a firewall. This company is 95 percent finished with a webpage (URL) They have an internal Win 98 based network (10 Machines) connected to a unix server to allow shared billing access.
