DSL/land line

So I am confused….my pal does not use his land line anymore just his cell. It is there (wiring) he just does not use it so he stopped paying the bill. My question is can I use my wireless laptop router/modem and hook up with my DSL at his house? Can anything be done with out a land line? Thanks DUH
