DVD-Writer not reading blank cds

My laptop has a Optiarc DVD RW AD-7581A ATA drive. When i insert blank cds in my drive its not recoginzing it and any windows that i have open will freeze until i remove the blank cds. If i do insert a cd that has data on it the drive will recognize it. I’ve tried uninstalling and reinstalling the drive, boot up in safe mode and did the same thing and nothing happend. Does anyone know a solution in going about loving this problem?
