E & F drives on my computer not accessible

I cannot save anything to my E (DVD Rom) or F (my CD Writer) Drives on my Compaq computer. I have windows 98 installed on it. Every time I try to save a picture or a file to a disk it says “F:\is not accessible. The device is not ready. What is wrong with my CD drives? I sure could use some help.
