E-lock lock out!

Someone has brought a laptop to me having passworded it and forgotten the password. This is using the ‘e-lock’ system which I have not encountered before. The manual says that it is necessary to reformat the HDD. The keyboard shortcut to factory restore will not work, I can’t access the BIOS to boot from CD – is the only way to remove the HDD to reformat it?
